Well, that was about as much fun as a person can have at a 3 hour meeting on a Saturday afternoon!
Anyway, seriously, a lot was accomplished! Look on the SWIFA website for the new draft proposal of the By-Laws and other developments soon. Guess I have some more typing to do...

SWIFA # 1 for the 2006-2007 season is Saturday, September 23, 2006 at Texas State University.
As the interim Chair of SWIFA, I am calling a special meeting immediately following the events at SWIFA #1 for the purpose of voting on the proposed By-Laws, election of new officers, adoption of a fee schedule (proposed as being $350.00 per team annually), appointing a committee to draft an operations manual, and setting the schedule for the remaining tournaments for the 2006-2007 season. Other matters may be considered as necessary at this initial meeting of the new SWIFA organization.
We will be adhering as closely as possible to the latest proposed SWIFA By-Laws found here: campechesteel.proboards15.com/index.cgi?board=SWIFA&action=display&thread=1141629335&page=7#1151030349Any and all suggestions as to other matters to be addressed are welcome.

Be prepared to pay the annual fee of $350.00 per team to be able to compete. This seems to be the most reasonable senario to expect and was approved at the drafting meeting held at my office. (See Scenario #2 on the SWIFA Accounting link on the website: www.swifa.net/) We expect it to be approved officially at the meeting. If for some reason this amount is not approved, then you'll get a partial refund.

O.K., We are now a fully functional organization! Finally!
We have rules (the By-Laws), we have a Employer's ID number (kinda like a real person's Social Security number), which makes us "real" in the eyes of the law (Thanks to Aaron Clements @ Texas Tech), and we now have a bank account at Wells Fargo Bank. Damaris Dotson and I spent the afternoon there getting this going, and I put up the $100 seed money to set up the account.
The proposed By-Laws are our governing rules for now. They can be changed, but that is what we have for right now.
Everything else is up in the air until we have a formal meeting at the first SWIFA on September 23 in San Marcos. I (as your Interim President) have called a formal meeting at that time (following the fencing). Everything is on the table then. Especially, I'd like to point out, the list of member clubs. This was based on historic member clubs so we could get a majority to "buy in" to the proposal. Every other team/group that meets the qualifications is more than welcome to participate in SWIFA!
ANY club that otherwise meets our rules and wants to step up to the plate is welcome to come play. Bring a check for $350 made out to the "Southwest Intercollegiate Fencing Association". You are welcome! See you on the piste!

Nine teams (Baylor, U of H, UT, A&M, UTSA, Texas State, Texas Tech, UNT, and Gary Job Corps) were present for the Special Meeting at the 2006-2007 Season SWIFA #1, and all have bought into the new By-Laws. It looks like we have a functional SWIFA now. (Rice did not field a team or send a representative, but Damaris has located someone who is trying to get their club reorganized.)
I have been elected Chairman, Jay Young (Texas Tech) is the Vice-Chair, Damaris Dotson (Texas State) is the Treasurer, and Amy Crawford (Texas State) stepped up to be the Secretary. Officers of SWIFA serve for the year through the elections at the Annual Meeting at SWIFA #4.
The By-Laws were accepted with a couple of changes. There will be a change in the rotation system for hosting a SWIFA to provide for a club to "step back" rather than "pass" if they are next in the rotation to host a SWIFA meet, but can't on that date, and could host the next meet (E.g.: If the gym is booked for a cheerleader or basketball camp for a month).
The Ops Manual was not voted into place. There is a lot of unnecessary overlap with the By-Laws and some serious conflicts between the two. I will wait until we can get Amy's (official Secretary's) and my (unofficial) notes together to address this at an Executive Meeting which I will call soon.
We did come to a consensus on the bout order and pools and DEs format for the SWIFA #1 and this will be the standard for the remaining meets. Article VIII, Section 3 will be revised and will reference the Ops Manual where this will be set out in detail.
We are not on the lottery rotation for the SWIFA meets yet. Texas State volunteered for #1 which we just held and UNT volunteered for #2. The rotation will take place for #3 and #4 and thereafter.
The EC has to meet to draw the order for the rotation by lottery per the By-Laws (Article VIII, Section 2). We need to do this ASAP so people can be notified and can plan for it.
I will be drafting a revised version of the By-Laws and will have Damaris post it on the website soon.

SWIFA Tournament Rotation List Drawing held at SWIFA Executive Committee meeting, October 12, 2006.
Rotation will be perminent starting with the first club drawn and continue from season to season.
1) U of H 2) UNT ** 3) Texas A & M 4) UTSA 5) UT 6) Rice # 7) Texas State * 8) Baylor 9) Gary Job Corps 10) Texas Tech
*Texas State hosted the 2006-2007 SWIFA #1 and cannot sponsor again this season. **UNT hosted the 2006-2007 SWIFA #2 and cannot sponsor again this season. # Currently inactive and not dues paid. Will be skipped in the rotation until again active.

Details to be announced, but UTSA has agreed to host SWIFA #4 and the Annual Meeting (probably in the first two weekends of April, 2007).

Y'all will have to tell us how things went! Can't be there AGAIN due to school things. Sucks...I wanna go play... Some good; some very, very bad. The PEB is a nice facility. It was easy to get to, there is good lighting and AC, ample and close-by parking, it was clean, and it has locker rooms with hot showers. UNT had enough equipment to run the meet. Ovy Waddops was brought in and he brought a lot of North Texas Division equipment and served as the armorer all day. The UNT kids all worked very hard to keep everything running smoothly. We (the SWIFA organization) probably need to do a better job of pushing everyone to use FRED to preregister and maybe even make it mandatory. There were a lot more people there than were posted on the FRED site, which caused some problems. One team arrived at 9:30 because they thought the registration closed at 10:00. It was posted correctly on FRED at 9:00. Another reason to make FRED preregistration mandatory. Then, two referees canceled just last night and two more just didn't show up this morning, which delayed everything and left them short-handed all day! (There are four new openings for referees with SWIFA!) Trevor scrambled to get some replacements, but that slowed everything up. I was there to get some feedback on how SWIFA was working and to coach the Texas State kids, but was impressed into referee duty, so I saw this all first-hand. When there was a seeding problem because a referee entered the indicators wrong (differently, really), it became apparent that the meet was going to run long, Trevor asked the Rec Sports worker there if they could have the gym a little longer. He was told he had to call a supervisor. When she finally arrived, she said she didn't have that authority. Rec Sports closes their facilities at 6:30. They call UNT police if they aren't vacated by 7:00. I am quite certain there is someone with that authority, but they are not available at that hour on a Saturday evening. It was suggested that we could make the bouts shorter or make them one touch bouts. Ultimately, the group consensus was to have a SWIFA 2.5 at a later date to pick up where we left off with the Semi-Finals in Epee and Foil. And, Yes, we are very well aware that it is not a happy thing... for anyone... Sabre finished before Epee and Foil. I don't have the scores, but the final results are: 1. Texas State 2. UT #2 3T. TAMU 3T. U of H I had a good time with the kids, it was a good meet, and I think UNT and Trevor did a very good job with it, but you just can't control hurricanes, earthquakes, or Rec Sports. We live, we learn, and we try to do better next time.
